Is it true that everything happens only by the will of God? If it is true, then everything, good or bad, is by His will?

His Sanction is There, But Not His Will
It is a fact that nothing happens without the sanction of the Lord, but it is not that He desires us to be suffering in this material world. When we had a burning desire to leave Him for trying to enjoy separately from Him, this was not His will. But due to our strong desire to defy His will He facilitated us so we could learn our lesson and voluntarily come back to Him.
